Public Inquiry into the CPO of The Green, Southall
Sat 08 Oct 2022The Government sets up a PUBLIC INQUIRY into developments when there is SUFFICIENT public concerns from locals.
Matthew Nunn has been appointed by the Secretary of State as the Inspector for the Inquiry. He will conduct the Inquiry and consider whether the Compulsory Purchase Order (CPO) should be confirmed.
He will be assisted by the Programme Officer, Helen Wilson.
The Public Inquiry start on 11 October 2022 at 10 am. It may last up to 8 days, sitting 11-14 October & 18-21 October 2022.
A Pre-Inquiry Meeting was held on 30 September 2022 where various procedural issues were discussed.
The morning of Wednesday 12 October 2022 has agreed for a visit to the CPO site.
It is a public inquiry that anyone can attend to observe and hear what is said. There is no need to book in order to listen to proceedings. Interested persons will be able to come and go as they please during the Inquiry sessions.
The only people allowed to speak at the Inquiry are those whose land would be needed for the scheme and who have made a formal written objection to the CPO. These are known as Statutory Objectors. The Inspector has discretion to allow other people to speak at the Inquiry.
Where interested parties’ cases are similar, they can appoint a single spokesperson to put forward their cases.
Parties that do wish to appear at the hearing will still have their objections considered, based on their written submissions.
All submitted objections will have been read by the Inspector and it will not be necessary to read it out again, unless people wish to do so.

Any evidence/statements to be read out had to be provided to the Planning Inspectorate / Programme Officer by 20 September 2022. Ealing Council was also required to have prepared its Proofs of Evidence by 20 September 2022.
All Proofs of Evidence had to be made available to all parties intending to appear at the Inquiry.
The inquiry will start each day at 10.00 hrs and finish no later than around 5pm. There will be a short break during the morning and afternoon, with around an hour for lunch..
The Inquiry will take place in the Elizabeth Cantel Room at Ealing Town Hall.
The inquiry will open with Ealing Council confirming that all the relevant statutory procedures have been complied with, and providing documentary evidence to establish this. This will take about 3 days.
When Ealing Council has completed its case, the Objectors will each be invited to present their cases in turn.started.

The current plans for Southall Green involve the demolition of the Dominion Car Park and surrounding area to build over 600 new homes in two 19-storey blocks but WITHOUT any improvements in the surrounding infrastructure.
There are no plans to either create additional medical surgeries or school places.
Car parking spaces will be drastically reduced at the Dominion car park which will be detrimental to local business and visitors to the area.
There is a planned protest taking place against the towering development outside Ealing Town Hall on Tuesday from 9am to 12 noon.
Those wishing to take part in the protest can get FREE transport from outside the Havelock Road Gurdwara. The coach will depart at 8:30 am and the return journey from Ealing will be at 10am, for those who unable to give more of their valuable time.
